• Asharqia Chamber Contracting Committee reviews the new government competition and procurement system

    On October 18, 2018, Asharqia Chamber, represented by the Contracting Committee, organized a workshop entitled "The main features of the competition system," at the headquarter of the Chamber in Dammam, at 10 am. This workshop is part of the plan of the Contracting Committee for 2018.

    It would be presented by Dr. Salim bin Saleh Al Mutawa, Legal Counsel and Head of the Competition Development and Government Procurement Team at the Ministry of Finance.

     

    In this context, the member of the Board of the Chamber and the Chairman of the Committee on Construction, Hamad bin Hamoud al-Hammad, said that the workshop will discuss eight topics, which address the mechanisms of the new government competition and procurement system, such as pre-planning of procurement and government work and its impact on transparency, as government agencies, in line with their predetermined budget, publish their procurement and contracts plan at the beginning of the fiscal year.

    It would discuss and explain how to use the portal, and clarifying the meaning of the stop period and evaluation system of contractors that is performed by the government at the completion of the contract, and using the approved retirees assessment model, in addition to addressing the e-procurement unit and the methods of offering, contracting, and the previous and subsequent qualification processes for competitors in the business and procurement carried out by the government agency, and finally compensation and dispute resolution in case of breach of contract terms and conditions.

     

    Al-Hammad stressed that the system of competition and new government procurement is based on modern development concepts that meet the needs of concerned public and private sectors, which contributes to the promotion of economic development and supporting the local component in the national economy according to the objectives of achieving the vision of the Kingdom 2030 through organizing the procedures related to government procurement in accordance with best practices, in order to achieve the best value for public money when contracting for items, contracts, consultancy and non-consultancy services, their implementation at fair competitive prices, promotion of integrity and competition, prevention of the impact of personal interests on them, protection of public funds, and ensuring transparency in all government procurement procedures, and promoting economic development, including local content support and local SMEs.​​
